This is a very good question and is asked frequently. I have to say from my own experience, having my eyeliner done permanently did not hurt but it was a strange feeling. Almost feels like someone tickling or vibrating your eyelashes. There is pressure from the aesthetician stretching and pushing the skin which was awkward (let's face it: who ever goes near your eyes....no one). During the procedure, my eyes were closed the entire time. That was very RELIEVING!!! Before the procedure, there is a topical anesthetic applied to numb the area for 30 minutes. 
 
I have to sum it up by saying having your eyeliner procedure done is BIZARRE!!!!...but not painful. I LOVE IT!!!! It gives my eye definition 24/7.
